DAVID MONKS ELECTED NEW FAI PRESIDENT

David Monks has been elected as the new President of FAI for a two-year term. His election took place today at the 114th FAI General Conference held online from 2 to 5 December 2020.

An electrical engineer by profession, Monks, 53, from the United Kingdom, caught the bug for aviation when learning to fly helicopters in 1995. Since then, he has held positions in several air sports organisations, including Chairman of the Royal Aero Club of the United Kingdom and of the Helicopter Club of Great Britain at the time of his election. He has also been very active within FAI, namely the FAI Rotorcraft Commission and the FAI Air Sport General Commission, since 2009.

Over the years, David Monks has participated in many FAI Championships and regional competitions, winning the bronze medal at the 2008 FAI World Helicopter Championships and two silver medals at the 2012 FAI WHC. An ardent promoter of air sports, he is the organiser of all UK competitions and introduced new competition formats in his country. He is also a holder of three FAI World records.

Reacting to his election, he said: “I’m delighted with my appointment. I am pleased to have a newly elected Executive Board behind me to ensure we all deliver on the vision we have for FAI responding to the current challenges we are presented with.”

David Monks’s mandate commenced immediately at the end of the Conference. He succeeds Bob Henderson, who held the reins of FAI for two years.

Transport Canada Civil Aviation (TCCA) recognizes the challenges that industry is encountering during these unprecedented times. TCCA has been working to put in place measures to provide some relief to our stakeholders, while managing safety risks.

To facilitate communication of recent changes by TCCA, updates will now be issued every second week. The next update will be sent to CARAC members Friday, December 4th 2020. Updates will include both COVID and non-COVID measures

 

Exemptions to the Canadian Aviation Regulations: [Back to the Menu]

In order to respond to the various challenges that COVID-19 is currently putting on the transportation system, please find below the most recently issued global exemptions to various provisions in the Canadian Aviation Regulations;

 

  • NCR-112-2020 – to allow persons who have not received their confirmation of medical certificate of fitness, three months or more after submitting an application to Transport Canada, including the results of a medical examination by a Civil Aviation Medical Examiner, to write an examination for the issuance of a permit, licence or rating – Issued on November 10, 2020
  • NCR-117-2020 – to allow Student Pilot Permit – Gyroplane, Balloon and Helicopter category applicants to also possess a Civil Aviation Medical Declaration (Form 26-0297) with Part B completed by the applicant and Part C completed by a physician licensed to practice in Canada or a Category 4 Medical Certificate, for a period of sixty (60) months ending November 30, 2025, as a temporary measure – Issued on November 13, 2020
  • NCR-125-2020 – to allow candidates for the Pilot Permit – Gyroplane, Pilot Permit – Recreational – Aeroplane and the Private Pilot Licence to attempt the written examinations with at least 5 hours of total flight experience as well as allowing all other candidates to attempt the written examinations with only 25% of the total flight experience for the issuance of a permit, licence or rating until June 01, 2021, as a temporary measure – Issued on November 13, 2020
  • NCR-118-2020 – to allow a private operator conducting operations pursuant to Subpart 4 of Part VI of the CARs to substitute the requirements for training and checking to be performed in a flight simulation training device (FSTD) by training and checking in an aeroplane – Issued on November 18, 2020
  • NCR-119-2020 – to allow an air operator conducting operations pursuant to Subpart 5 of Part VII of the CARs to substitute aeroplane only training and checking where there is a requirement that the training and checking is done in a flight simulation training device (FSTD) – Issued on November 18, 2020
  • NCR-120-2020 – to allow an air operator conducting operations pursuant to Subpart 4 of Part VII of the CARs to substitute the requirements for training and checking to be performed in a flight simulation training device (FSTD) by training and checking in an aeroplane- Issued on November 18, 2020

 

COVID-19 exemptions are made available upon request via email, in PDF format on the Transport Canada COVID-19 web page.

The following non-COVID exemptions to the Canadian Aviation Regulations has been issued by Transport Canada:

 

  • NCR-005-2020 – Persons conducting a take-off in a ”warbird” aircraft, operating with a Special Certificate of Airworthiness in the Limited classification without the aircraft being equipped with one or more items – Issued on October 2, 2020

 

 

  • NCR-110-2020 – to permit all passengers to use on Canadian aircraft Child Restraint System devices that are foreign-approved to design standards not included in paragraph 551.501(b)(1) of the AWM – Issued on November 5, 2020

TCCA continues to work on the issuance of exemptions and guidance, including various COVID and non-COVID company specific exemptions. TCCA is assessing the re-issuance of COVID-19 exemptions, with particular focus on exemptions that have a validity period ending in the coming weeks, including:

  • Re-issuance of exemption NCR-084-2020 – related to COVID-19 – to allow operators conducting operations under Subpart 604 of Part VI of the (CARs) to conduct training and checking on their pilots in cases where a person different from the instructor is not available to conduct the PCC
  • Re-issuance of exemption NCR-085-2020 – related to COVID-19 –to defer the requirement for flight crew members to perform hands-on, aircraft servicing training and practical drills during annual training only

Notable changes to Interim Order 13 include:

 

  • Updates to the sections related to face coverings to align with Public Health Agency of Canada’s new changes to its non-medical masks and face covering Guidance. This includes changes to the definition of a face mask as well as the age requirement.

 

Transport Canada Temperature Screening Standards version 1.13 is a renewal with no changes.

New Standard 1020 – CORSIA: [Back to the Menu]

Further to the Notice of Proposed Amendment (NPA) shared with the industry in August 2020, this is to advise that the new Standard 1020 – CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation), will become effective on January 1, 2021, when the Regulations Amending the Canadian Aviation Regulations (Parts I and X — Offsetting of CO2 Emissions— CORSIA) come in to force.

 

Another CARAC notice will be issued once the amendments have been published in Canada Gazette, Part II.

Exemptions réglementaires au Règlement de l’aviation canadien : [Retour au menu]

 

Afin de répondre aux défis que la COVID-19 représente pour le système de transport, veuillez trouver ci-dessous des exemptions globales à diverses dispositions du Règlement de l’aviation canadien récemment émise.

 

  • RCN-112-2020 – permettre aux personnes, qui n’ont pas reçu leur confirmation de certificat médical d’aptitude, trois mois ou plus après avoir soumis, à Transports Canada, une demande, y compris les résultats d’un examen médical par un Médecin-examinateur de l’aviation civile, de passer un examen écrit pour la délivrance d’un permis, d’une licence ou d’une qualification – Émis le 10 novembre 2020
  • RCN-117-2020 – permettre aux demandeurs d’un permis d’élève-pilote – autogire, ballon et hélicoptère de détenir également une déclaration médicale de l’aviation civile (formulaire 26-0297) dont la partie « B » a été remplie par le demandeur et dont la partie « C » l’a été par un médecin agréé au Canada ou un certificat médical de catégorie 4, comme cela est déjà autorisé pour les demandeurs d’un permis d’élève-pilote – avion, pour une période de soixante (60) mois se terminant le 30 novembre 2025, à titre temporaire – Émis le 13 novembre 2020
  • RCN-125-2020 – permettre aux candidats au permis de pilote – autogire, au permis de pilote de loisir – avion et à la licence de pilote privé de tenter de passer les examens écrits avec au moins 5 heures d’expérience de vol totale et permettre à tous les autres candidats de tenter de passer les examens écrits avec seulement 25 % de l’expérience de vol totale exigée pour la délivrance du permis, de la licence ou de la qualification, et ce, jusqu’au 1er juin 2021, à titre temporaire – Émis le 13 novembre 2020
  • RCN-118-2020 – permettre aux exploitants privés menant des opérations sous le régime de la sous-partie 4 de la partie VI du RAC de remplacer les exigences en matière de formation et de contrôle devant être effectués dans un dispositif de formation simulant le vol (simulateur de vol) par la formation et le contrôle effectués dans un avion – Émis le 18 novembre 2020
  • RCN-119-2020 – permettre à un exploitant aérien menant des activités sous le régime de la sous-partie 5 de la partie VII du RAC d’opter pour la formation et les contrôles sur avion seulement lorsqu’il existe une exigence selon laquelle la formation et les contrôles doivent être effectués au moyen d’un dispositif de formation simulant le vol (simulateur de vol) – Émis le 18 novembre 2020
  • RCN-120-2020 – permettre aux exploitants aériens qui mènent des opérations sous le régime de la sous-partie 4 de la partie VII du RAC de remplacer les exigences en matière de formation et de contrôle devant être effectués dans un dispositif de formation simulant le vol (simulateur de vol) par la formation et le contrôle effectué dans un avion– Émis le 18 novembre 2020

  • RCN-110-2020 – permettre à tout passager d’utiliser à bord d’un aéronef canadien un ensemble de retenue pour enfant approuvé à l’étranger selon des normes de conception non incluses au paragraphe 551.501(b)(1) du MN – Émis le 5 novembre, 2020

TCAC continue de travailler à l’émission d’exemptions et de lignes directrices, y compris d’exemptions spécifiques à diverses entreprises, liées et non liés à la COVID-19. TCAC évalue la réémission d’exemptions liées à la COVID-19, en mettant l’accent sur les exemptions dont la période de validité se termine dans les semaines à venir, y compris :

 

  • Renouvellement de l’exemption RCN-084-2020 – liés à la COVID-19 – d’autoriser les exploitants qui exercent des activités en vertu de la partie VI, sous partie 604, du RAC de donner la formation et d’effectuer la vérification de compétence de leurs pilotes dans les cas où une personne différente de l’instructeur n’est pas disponible pour effectuer le CCP
  • Renouvellement de l’exemption RCN-085-2020 – liés à la COVID-19 – d’autoriser les exploitants canadiens à reporter l’exigence pour les membres d’équipage de conduite de suivre une formation pratique en entretien courant des aéronefs et d’effectuer des exercices pratiques au moment de la formation annuelle seulement

Nouvelle Norme 1020 – CORSIA: [Retour au menu]

Suite à l’avis de proposition de modification (APM) partagé avec l’industrie en août 2018, nous vous informons par la présente que la nouvelle norme 1020 – CORSIA  entrera en vigueur avec le Règlement modifiant le Règlement de l’aviation canadien (Parties I et X — Compensation des émissions de CO2 — CORSIA) le 1 janvier 2020.

 

Un autre avis CCRA suivra une fois que les modifications seront publiées dans la Partie II de la Gazette du Canada.

L’Organisation de l’aviation civile internationale (OACI) a émis le Council’s Aviation Recovery Task Force (CART) Report ÉTAPE II. CART vise à fournir des conseils pratiques et alignés aux gouvernements et aux opérateurs industriels afin de redémarrer le secteur du transport aérien international et de se remettre des impacts de la COVID-19 sur une base mondiale coordonnée.

For more information on this week’s new Interim Order, consult the Interim Order to Prevent Certain Persons from Boarding Flights in Canada due to COVID-19.

 

To provide guidance to air operators regarding their duties during the COVID-19 situation, the Guidance Material for Air Carriers Managing Travellers during the Check-In Procedure at Transborder (U.S.) Airport was issued by the Minister of Transport. Similarly, the Guidance Material for Air Operators Managing Travellers during the Check-In Procedure for Flights Departing from an Aerodrome in Canada and the Guidance material for air carriers managing travelers during the check-in procedure at international airports seeks to provide additional guidance to air operators. Finally, AC 603-001, issue 04 – Special Authorization for Night Vision Imaging Systems Operations will soon be made available online.

TCCA continues to work towards the issuance of additional exemption and guidance. Upcoming TCCA exemption activity, include:

  • Exemptions related to aerodromes and firefighting, specifically 1) Exemption for the reduction in the Category, and 2) Exemption for the temporary cessation of Aircraft Rescue and Fire Fighting (ARFF) at designated and participating airports due to severe reduction in passenger numbers (below 180 000)
  • Holders of aviation booklets CAR 402.11
  • Incapacitated flight attendant CAR 705.221(1)
  • Future exemptions that will address one off exemption requests, or other COVID-19 related industry needs that may have been overlooked.

Letter to Associations – Essential Services [Back to the Menu]

Transportation is deemed essential in the context of the COVID-19 pandemic. Transport Canada has identified essential employees in the aviation industry for the continued safe movement of goods, services and people, including for the repatriation of Canadians abroad. The letter to the aviation industry will provide advisory guidance to the Canadian aviation industry on essential employees in the context of the COVID-19 situation. The list remains advisory in nature and may be amended, updated or modified based on the evolution of the current situation.

To illustrate the measures that Canada has taken in light of COVID-19, several restrictions posters were published. These include Travelling by Air in Canada, Travelling by Air Overseas and Travelling by Air from the U.S./Transborder.

Consultation Period Extended [Back to the Menu]

Given the current situation with the COVID-19 virus, Transport Canada is extending the consultation period for the Regulations Amending the Canadian Aviation Regulations (Parts I, III and VI – Runway End Safety Area (RESA). You can now provide your comments in writing to CARRAC@tc.gc.ca until May 8th, 2020.

In addition, TC has extended the consultation period for the following Notices of Proposed Amendments (NPAs) part of the codification of existing exemptions initiative.  You can now provide your comments in writing to CARRAC@tc.gc.ca until May 1st, 2020.

Approved Check Pilot (ACP) / Advanced Qualification Program (AQP) Evaluator Bulletin [Back to the Menu]

2020 Canadian championship announced

 

The Canadian Balloon Association is pleased to announce that there will be a Canadian Championship in 2020, organized in partnership with the Balloon Federation of America. We thank the BFA for helping to make this a reality. The CBA is looking for 10 Canadian pilots who want to compete in the Championship as detailed below. You must become a member of the CBA to compete.

The event is taking place as part of the US Nationals in Scottsbluff, Nebraska from Aug. 11-16, 2020.

More information, including the registration form, will be shared as soon as it is available.

The HACD and the event organizer, Old West Balloon Fest, have agreed to add an exciting new element to this year’s event. The US and Canada will be running their country’s National Championship simultaneously utilizing one consolidated staff. They will be scored as two separate events with an overall Champion awarded a newly designed International Champion’s Cup.

A prize fund of $20,000 is guaranteed plus a $200 travel stipend to be paid in the form of a gas card bringing the prize fund to a total of $30,000. Canadian pilots will only be eligible to receive the minimum guaranteed payout of $150 and a $200 gas card. The competitive event officially starts with on-site pilot registration and the mandatory General Briefing on Sunday, August 9.

Other Enhancements Coming

In a major improvement for 2020, the organizer has secured the Hampton Inn and Conference Center as the host hotel for all pilots, crew and event staff. All pilot briefings and associated meetings will take place at the hotel’s on-site conference center.

Several learning and skill development opportunities exist throughout the Championship including the following:

  • Two full practice flights designed as learning experiences including post flight debriefings with an open forum led by event staff.
  • Daily post-flight flight debriefings led by a top competitor. These session discuss an analysis of the tasks and the decisions made in the planning and execution phase of the flight.
  • A BFA sanctioned safety seminar will be provided throughout the week built around 1 to 1½ hour sessions held at convenient times.
  • Adam Magee, Assistant Safety Officer and organizer of the Balloon Training Academy, is developing an on-line training video to fully explain the FAA Waiver for the event. Competitors will have to pass an on-line quiz on Waiver details prior to arriving for the General Briefing.

Invitations and Application Deadline

Invitations are planned to be available by February 29 and completed applications must be received in the BFA Office on or before April 15, 2020.
